Due to availability constraints, I am not yet sure to be able to attend the GIS-IDEAS 2004 workshop in Vietnam. However, my abstract has already been accepted and I am presently writing the full paper.
Therefore, I would like to know if it would be possible to submit the full paper and have it published in the proceedings without attending the workshop. In this case, should I have to register anyway ?
