[Foss4ga.discuss] Abstract selection

Dear Venka and Natraj and all

I hereby attached the draft guideline for selecting the abstract of the paper. We can make the same for the workshop proposal.

The conference chair is uploaded to the website. The committee members need to upload.

Since the abstract is not been able to download directly, it is being downloaded manually by Kushal and Basanta Sir.

I think we can assign a reviewer and also my suggestions that we can accommodate all the abstracts in three categories academic track/non-academic (practice-based) and Poster.
